NFS 3 Hot Pursuit is an old game (released in October 1998) so many of the 3D accellerated videocards that have been produced since aren’t immediatly recognized, and the game switches to software mode by default. However, in my experience NFS3 will work with many newer cards. What you have to do is to run the 3D setup (accessible from the Start menu or in the 3Dsetup directory, and manually change ‘Software Renderer’ To ‘Direct 3D Device 1’. Then the 3dsetup will throw a warning message at you, saying that this may result in unpredictable behaviour, but generally speaking, this can be ingnored.
