Yes! All you have to do is change the D3da.dll file to voodoo2a.dll (located in your NFS3 dir). Now make a shortcut of NFS3 then go to the properties of the shortcut and click on the shortcut tab and where it says "C:\\Program Files\\Electronic Arts\\Need For Speed III\\nfs3.exe", add -voodoo2 to the end of the extension. It should now look like "C:\\Program Files\\Electronic Arts\\Need For Speed III\\nfs3.exe" -voodoo2. If you have done this correctly when you start up NFS3 (from the shortcut) go to the opitions\\graphics then when you go to change the resolution there should now be 1024x768x16.
