NFS 3 HP: Can I add a new track to NFS3 HP without overwriting an existing one?

No, add-on tracks always have to replace existing tracks. What you could try if you have two tracks that are based on the same original (say. Hometown) is to copy all the original files from the Hometown folder (TRK000) to another folder of a track that you don’t like anyway (say, Summit: folder TRK007) and then install the Hometown-based new track in there.
But there’s no way to have more than the original 9 tracks in NFS3 HP.
