Added Custom Welcome headers to the forums!

I've added custom welcome headers to the forums here on racerplanet. You regulars probably won't see anything different, this is something to help out those of you unregistered or just getting started here on the forums. Just a little improvement I hope will help make getting new blood into the Racerplanet community easier.
