Changing texture colour

is there a way to convert a texture from one colour to another

basically i've got a blue car tga,. i want to change the colour to an orange colour..i understand it's something to do with the rgb, if some one is willing to help me out drop me a pm

I had a few tutorials on photoshopping things to have a different shade, but I'm not sure where it was sorry. I'll dig my copy up of it.
