I've found an alternate method of starting races in this game. You can also use this to find any hidden races which are not listed on your map screen. It's done by using the World Map.
From the main menu, choose Career Mode > Resume Career, but before you choose Return to Explore Mode, sidescroll to the World Map icon. There it lists all the races for each level you have unlocked, and whether you have completed the race or not (it also lists best lap times so you can use this to compete against yourself in a way). I found at least 20 races in there that I could not find otherwise (in spite of an entire hour cruising the city looking for any). Anyhow, you can launch the races directly from the world race map, and save a lot of time and frustration driving around looking for those unlisted races.
After the race you will be allowed to save, after which you will find yourself in explore mode, but you cannot reenter the World Map from there, you have to go back to Main Menu (as stated above) to get back to the world race map.
I don't think many people are aware of this particular map option, because it's not available from Explore Mode, hope this helps someone.....
