To get the new version you need, just act like you're going to go online to race and click the online gaming option first - it will still download the updates. That's what worked for me. Yes, still need to update to 3.5.. I did a reformatt a few weeks back, after purchasing a new HDD. And the auto update never worked for me.. Seems to work for some, and not others.
