Hmm.. I don't think you are buying the car, but perhaps bidding for the rights to purchase it, but even I am not sure on this one.
I've seen similar carryings on with rare cars, people auctioning the rights to buy the car (usually brand new and in huge demand).
I would say that this Enzo Ferrari will be snapped up quickly and repaired by a collector.
Inevitably, a lot of collectors purchased these cars. I would suspect that the usual sports-stars and other rich-celebrities missed out even, since I think long-time Ferrari customers were given preference over others.
Edit: The definition of broker is as follows:
1 : one who acts as an intermediary: as a : an agent who arranges marriages b : an agent who negotiates contracts of purchase and sale (as of real estate, commodities, or securities)
I would say that you are bidding for the right to have the broker negotiate a contract with you to purchase the vehicle.
So its a scam :D
You paying some guy 250.000$ so that he then can buy the car for you (whatever it costs)
The whole story sounds a bit strange, the repair costs for that would not be that much, or am I wrong.
Wasn't there a story about a crashed F50 GT with a repair bill of "only" 100.000$

I'm not sure if it is a scam, or if the seller is currently owning the car.
I remember hearing of a auction for the rights to be able to purchase a Porsche Carrera GT some time back. You weren't buying the car, but bidding for the chance to purchase the car, or at least that was how I understood it.
With these cars, the demand often exceeds supply by huge amounts. There may be only 349 cars built, but 3000 people want to buy one. Big problem, right?
Of course, there will be some who will try to use this situation to make a quick dollar or two. They will offer the chance to purchase one of these cars, two whoever bids the highest amount.
And people would do that, because the product is in such great demand.

My uncle had to do this in order to be able to purchase a beachfront property in California. Bidding started at $5000, and that was just to win the opportunity to purchase the property. After he was done bidding on the rights, he then had to buy the property to complete the transaction. &(
