You already tried the page file size trick? That's what it sounds like to me, I'm not an expert on Windows XP though... Hopefully some of our XP users can give you some help.

Hi Ramen,I also am running XP, and the only way I get PU to start is if I have the game running in compatabilty mode for win95.Are you familiar with this win xp feature? To check,RIGHT click on your nfspu icon, and click on properties.Click on the compatability tab,and see what it's set at.I fit's set for anything but win95,It won't start for me.The CD rom just spins for a minute then stops.I hope this helps;good luck!

I don't need any compatability mode for PU. The game should NOT need it, as EA did design it to work under Windows 2000 (and subsequently XP as well, as it's based on 2000). EA just doesn't officially support the game in Windows 2000 (probably because they couldn't figure out the memory leak problem ;))
You can also try completely disabling the pagefile to make it work....
NFSPU and WinXP not working for you?
That's strange.. I run NFSPU under Windows XP Professional, and it runs fine.. My computer has a V5-5500 64mb video card, and it all runs perfectly, for once..
However, though, it seems that Voodoo graphics cards must be run in DX mode under XP, as their doesn't appear to be any XP V5-5500 glide drivers, and, the Windows XP V5-5500 drivers don't seem to support FSAA unfortunately.. (Any help in enabling V5-5500 FSAA under Windows XP would be appreciated greatly).
Nvidia pressured Microsoft to drop Glide from Windows XP. Unfortunately for Nvidia, all it takes is some re-done Glide DLLs by some third party people and you got Glide once again (and OpenGL as well... I believe OpenGL got canned for Voodoo cards in XP as well.)
I'm sure XP's drivers would allow you to use FSAA, but the thing is that XP doesn't come with 3dfx tools like most other drivers too. That's your main source to tweak the settings of your video card (if you really knew what you were doing, you could just edit some files and registry entries here and there to set all the modes you want on the card... the 3dfx tools simply just puts it in an easy-to-use GUI format).
Anyway, there are some great 3rd party drivers out there that do enable glide and openGL for Voodoo cards once again. I run Windows XP myself with a Voodoo5 5500 AGP. PU runs in Glide mode perfectly fine with the drivers I've got (and Glide for other games works nicely as well... still having problems with NFS3 and 4, however, but d3d still works great. NFS2SE works in Glide mode fully as well).
I'll throw you a link to the drivers I'm using at the moment.

I initially had some problems installing these drivers on a fresh XP installation. I told it to overwrite all the newer files (it'll recommend against it as Windows always has, but I did it anyway... ) then rebooted.. wasn't working quite yet, so I had to uninstall 3dfx tools then reboot then reinstall 3dfx tools again (and the drivers install automatically with 3dfx tools as Voodoo drivers always have since the introduction of 3dfx tools). After that it worked like a gem. I havn't actually tried installing the drivers without overwriting the "newer" files already there... I just figured that all the files that come with the new drivers are found to work the best together, so I should overwrite the supposedly "newer" stuff on the XP system.
Maybe try it without overwriting first and then if you have problems, do it with overwriting the drivers. It worked for me, that's all I can say :)
There are some other drivers on voodoofiles.com that are worth looking at. I'm personally still waiting for them to get a link to the latest Amigamerln 2.1 drivers. The original 2.1s are there, but his newer ones are better, yet there's no link! It's been that way for a month or so now (which is when it was first introduced.. heh).
Geh.. well, anyway.. have fun with these :)
I personally run PU in d3d mode because of the 32 bit graphics and also for some reason if I start up my RtCW demo (an OpenGL game) the 3dfx tools gamma correction works for PU in d3d mode (but not glide, curiously enough). The 3dfx tools gamma correction is much better than the internal one PU has, IMO (I set my gamma pretty high for OpenGL/Glide and d3d in 3dfx tools.. all are set to 1.60. The menu looks a little abnormally light, but I think it looks great when actually racing). Plus with 32 bit colors, the tire smoke is actually white instead of kinda green looking. Telling 3dfx tools to force 32 bpp rendering in Glide/OpenGL mode will cause PU to crash when you try to run it in Glide mode. Just in case you didn't know that already.. it's not XP-specific either... happened to me all the time in Windows 98SE and Windows 2000 Professional.
